On Jan. 19, Clackamas Community College was the victim of a cybersecurity incident. We understand this incident caused significant disruption and frustration, and we appreciate your ongoing patience and cooperation as we investigated. As we are now completing the investigation, we want to share more information about the incident, as well as an update on our response.

What happened

On Jan. 19, CCC detected irregular activity on a small number of computer systems and quickly determined that an unauthorized third party gained access to the college’s internal network and encrypted some files. We immediately activated our incident response plan, which included isolating our network, moving systems offline, and disabling all user access. These actions largely prevented the spread of malicious activity. We also launched an investigation in consultation with federal law enforcement and outside experts specializing in cybersecurity incidents. We systematically brought each of our systems back online after they were investigated and were advised it was safe.

Personal information update

During the investigation, the college worked to determine if there was unauthorized access to personal information. While we understand the concerns and anxiety this situation has caused, we needed to complete a thorough investigation before being able to share the likely impacts and potential risks. We found some files from our data server were copied from the network during the incident. An exhaustive check of this material found files with limited student data mostly from the years 2013 to 2018. Please note, that none of the files that were accessed contained any banking, credit card, or any other financial payment data.

We are continuing our review and will notify those individuals directly if their personal information is involved in this incident. For ongoing protection tips and information, visit the www.ccc-updates.com FAQ page.

Impacts

During our investigation, we were informed that federal and international law enforcement disrupted the operations of the criminal group responsible for the incident at CCC before any files were publicly released, and the college was not financially impacted by the ransomware attack. Based on this information, our experts advise there is a much smaller likelihood of any identity data being publicly shared by criminal actors compared to similar cyberattacks. At this time, beyond the list of identified individuals, we believe there is no ongoing threat to our students or employees, or their information, as a result of this incident.

We value the trust you place in CCC to protect your privacy. We take our responsibility to safeguard your personal information seriously and apologize for the inconvenience, concern, and frustration this incident has caused.

URGENT FINANCIAL AID UPDATE:

As CCC continues to resolve impacts related to the cybersecurity incident, we are making progress in disbursing winter term financial aid. This afternoon, students who are scheduled to receive refunds were sent an email to their contact information on file.  We anticipate refunds will be completed within the next 5-7 days. You will receive an email update once we are able to determine when the refunds will be sent out.

For those who submitted student resource requests, staff are following up with individuals in the order in which they were received. The college continues to work on identifying other resources that may be available for students in need.  Students can email studentresources@clackamas.edu with questions.

As part of our response to the Jan. 19 cybersecurity incident, we are asking all CCC students to reset their college passwords. This afternoon (Jan. 29) you will be asked to change your password the next time you log into services like CCC email and Moodle.

If you are already logged in when the reset occurs, it should not interrupt your current session. However, at your earliest convenience, we ask that you sign out of your CCC email or Moodle and sign back in to receive the password reset prompt. It could take up to 60 minutes for the prompt to appear, if you are not asked for a new password, try again later.

URGENT: CCC classes are canceled Wednesday, Jan. 24 with plans to resume on Thursday. We know online services are mostly not available to students, but faculty are prepared to get you up to speed and provide flexibility. If you currently have access to Outlook email and Teams, you may still use those systems. WiFi is now operational on all three campuses.

REMINDER: Though ITS is working to restore our systems, do not attempt to access programs like Moodle, Colleague, etc., until further notice from the college. (CCC faculty now have limited access to Moodle through instruction shared by the OLET team.)

Urgent: Clackamas Community College is aware of and is actively responding to a cybersecurity incident on its computer network. Upon discovering the incident on Jan. 19, CCC promptly notified law enforcement and continues to work collaboratively on its investigation. At this time, we do not know if the incident resulted in unauthorized access to personal information, but we ensure individuals will be notified as appropriate.

Our ITS team is working around the clock to secure and restore systems as quickly and as safely as possible so we can return to normal operations. We will share information with you as it becomes available, however, this process will take time to complete. At the same time, we are working to implement alternative processes and services, and we remain focused on returning to normal operations.

Due to online services being impacted, CCC is canceling all classes (in-person, online, and remote) for Monday, Jan. 22, and Tuesday, Jan. 23. Instructors have been directed to be flexible and extend deadlines as appropriate. Student services may be limited, but our offices will be open and we are available by phone via the Welcome Desk (503-594-3444) from 9 a.m. to 4 p.m. on the Oregon City campus in the Wacheno Welcome Center.

Today, Jan. 21, is the deadline for dropping winter term classes. An announcement regarding that process will be released later today.

All employees are on their regular work schedules on Monday and Tuesday unless other arrangements have been made with supervisors. We acknowledge work will likely be impacted by limited access to the college’s systems. Please work with your supervisor if you have any questions.

We ask for your patience and understanding as we work diligently to address this incident.

Urgent Saturday evening update: CCC’s online services continue to be unavailable for students and employees. ITS is still investigating and working to restore these systems. Systems impacted include the college’s website, myClackamas, Moodle, and Colleague. We understand not everyone can access their email or their course materials. We have asked instructors to practice flexibility and compassion knowing the weather and this outage is impacting students. Also, instructors are asked to extend assignment due dates to a time equal to the "no school" days - at least five days.
